State-by-state guide

Tribal Loans in Every US State

Fifty-one jurisdictions, one honest table each: the tribal lenders whose published exclusion lists leave the state serviceable, the state’s own lending law, and what the loans cost at the rates lenders actually publish.

The short answer: Tribal lenders operate in most states because they lend under tribal law — state payday caps don’t bind them. What varies by state is which lenders take applications there, what the state’s licensed alternative would cost, and how aggressively state regulators have pursued tribal brands. Each state page below covers all three.

Questions about tribal lending

What is a tribal loan?

An installment or short-term loan issued by a lending company owned by a federally recognized tribe. It is made under tribal law rather than state lending statutes, which is why tribal APRs are not bound by state rate caps.

Can I get a tribal loan in my state?

In most states, yes — every large tribal lender publishes the states it will not serve, and our state pages list exactly who serves each one. Lenders that publish no list are marked unknown rather than assumed available.

How much do tribal loans cost?

Published APRs across the verified brands run from 34.5% (Uprova’s best-rate tier) to 897% (Enable’s worked example), with most of the market between 250% and 780%. The binding number in any agreement is the total of payments.

Are tribal loans safe?

They are legal products issued by real tribal entities — but they are expensive, disputes go through tribal arbitration, and most do not report to credit bureaus. Read the cost pages and your state page before applying.

Where our numbers come from

Per-state lender availability is computed from each brand’s published exclusion list (verified September 2026); lenders without a published list are marked unknown. State law figures come from each state’s statute and regulator.
